The Second Meeting “Without Ties” of Pharmaceutical Industry Representatives is Held, January 29-30, 2011

mwt-2-newsThe second meeting “Without Ties” of pharmaceutical industry representatives is held in “Arthur’s resort” in Aghveran in January 29-30, the event was organized by Medicine Producers and Importers Union of Armenia and “GXP” Centre of Excellence, with the support of USAID funded “Competitive Armenian Private Sector” (CAPS) program, Scientific Centre of Drug and Medical Technology Expertise of RA Health Ministry and other State agencies.

The event was attended by more than 50 companies, 80 heads and representatives, including 30 representatives from pharmaceutical producing companies (pharmaceutical producers, importers, and representatives of foreign pharmaceutical companies), healthcare industry, particularly from state governing bodies of pharmaceutical industry, as well as from the international, financial, consulting, public companies and companies implementing supporting programs and scientific researches.

The participants of two-day meeting were the Deputy Minister of RA Health Sergey Khachatryan, Deputy Minister of RA Economy Karine Minasyan, Head of RA State Revenue Committee by the Government Gevorg Saghoyan and Head of Taxpayer Servicing and Tax Procedures Department of State Revenue Committee of RA Karen Beglaryan, Director of the Scientific Centre of Drug and Medical Technologies Expertise of RA Ministry of Health Hakob Topchyan.

Before presenting the opportunities of private sector supporting programs of the government, the Deputy Minister of RA Economy mentioned that during the first 11 months of 2010 the medicine producing rage increased by 18.7 percents comparing with the same period of 2009, in case when the overall growth of the industry was 5.7 percents. He mentioned also that the activities of improvement of Armenian business environment will be continued, to make it competitive with the business environment of neighbor countries. He highlighted the implementation of the tool to delay the Value Added Tax for 3 years for the enterprises which make investment of 300mln drams to purchase equipments. There is also one pharmaceutical company which has presented appropriate application to the RA government and will use this privilege. It was also presented the lending tools which are already in use by the government, as well as the privileges of VAT assessment which will be given for the importation of equipments by “temporary use” in the near future.

On the first day of the meeting the Executive Director of MPI Union Samvel Zakaryan presented the “Vision of MPI Union for organizing and protecting the interests of Armenian pharmaceutical companies” as well as the “Marketing Ethical Code of MPI Union”, Specialist of Business Association of CAPS Armen Shahbazyan presented “The roles of pharmaceutical unions in different countries”, Director of Civil Society Programs of the “Counterpart International Armenia” Arsen Stepanyan presented the “Armenian business associations: Strategies and Opportunities”, the representative of “Americabank” Davit Mikaelyan presented the financing opportunities for pharmaceutical business by bank. Moreover, the legal consultant to the RA Healthcare minister Suren Krmoyan presented the “The development of pharmaceutical industry in Armenia”, the director of “GXP” Centre of Excellence presented the opportunities for adoption of GDP Regulation in Armenia, issues and challenges: the draft of EU GDP rules translated by Translation Centre of Ministry of Justice of the RA” and with the Head of Customs Control Department of State Revenue Committee of RA Gevorg Saghoyan and the Head of Taxpayer Servicing and Tax Procedures Department of State Revenue Committee of RA Karen Beglaryan it is discussed the problems related with tax and custom spheres concerning to the circulation and importation of medicines and substances.

In January 30, the Chairman of “Armenian Pharmaceutical Association” Ghukas Ulikhanyan presented to the participants of the second meeting “Without Ties” of pharmaceutical industry representatives the “Cooperated programs for struggling against corruption and counterfeit medicines circulation”: it is intended that MPI union and that company will implement the mentioned project in cooperation with “Armenian Medical Association” and “Armenian Psychiatric Association” in the scopes of the memorandum of cooperation signed in November, 2010. The head of laboratory “Darmantest Laboratories” Hasmik Abrahamyan presented the “Role of bioequivalence in the drug quality assurance system”, Executive Director of MPI Union Samvel Zakaryan presented MPI Union’s “Pharma” Specialized Pharmaceutical magazine which is going to be published, Director of RA MoH Scientific Centre of Drug and Medical Technology Expertise Hakob Topchyan presented the “Prospective of the development of pharmaceutical sphere” and the deputy director of the same centre Lilit Ghazaryan presented the “Reforms of medicine registering procedure”.

Concluding the results of the second meeting “Without Ties” of pharmaceutical industry representatives the deputy director of RA Health S. Khachatryan mentioned that during the event issues related with the principles of RA drug policy were discussed, the solution of which depends on the coordination of public and private sector cooperation. He expects that MPI Union will also promote to the process of solving of mentioned issues.

Executive Director of MPI Union Samvel Zakaryan considered as a result of the meeting the implementation of basis of dialogue, as well as the fact that “we are all convinced that the ways which the government and we must pass are mainly equal”. According to him “the meeting proved that we can cooperate for the benefit of all of us”.
